Rail

Pioneering the development, delivery and operation of third party-led railway projects through strategic advice, engineering expertise and operational excellence.

Rail has the power to transform places. It connects communities, unlocks housing and regeneration, supports economic growth and provides the sustainable transport networks that modern society depends upon.

Delivering Rail Infrastructure Together

Delivering successful railway infrastructure demands an understanding of how railways are planned, funded, regulated, constructed and, most importantly, operated. Our origins lie within the railway industry itself. From our early involvement in developing, financing and delivering Warwick Parkway – the first new railway station built following privatisation – to supporting hundreds of infrastructure programmes across the UK, rail has shaped who we are and how we think. Whether we’re advising local authorities on funding strategies, supporting developers with new station proposals, providing engineering assurance or leading major delivery programmes, we understand that successful rail projects depend on integrating every discipline around a shared objective.

Supporting today’s railway

Growing passenger expectations, decarbonisation, housing growth, funding pressures and changing travel patterns are reshaping how infrastructure is planned and delivered. New stations are expected to do more than provide transport—they are catalysts for regeneration, economic growth and sustainable communities.

At the same time, projects must navigate increasingly complex regulatory environments, operational interfaces and stakeholder expectations. Our role is to help clients bring these competing priorities together.

By combining strategic planning, commercial expertise, engineering knowledge and operational experience, we help clients make informed decisions that reduce risk, maximise value and create rail infrastructure that delivers lasting benefits.

We Do Stations

Stations are more than transport interchanges. They are gateways to communities, catalysts for regeneration and vital connections between people and opportunity.

Our We Do Stations approach has been developed through decades of experience delivering new and redeveloped stations across the UK. It recognises that every station is unique and that successful projects require much more than engineering design.

Start Finish
#WeDoStations 1. Strategic rationale

Understand and articulate why a scheme is needed, to make a robust case to funders, and help to crystalise the expected outcomes for our clients.

#WeDoStations 2. Community fit

Understand the civic role of stations and maximise the local social value (and use) of stations wherever possible, recognising their importance as places in their own right at the heart of a community.

#WeDoStations 3. Benefit Cost Ratio (BCR) Improvement

Optimise BCRs – while staying within funding rules – by drawing on our experience of capital and operational project delivery enhancing the case beyond that achieved through traditional methods.

#WeDoStations 4. Financing strategy development

Use our in-house expertise to look beyond standard funding routes and identify and secure private financing where appropriate, including LVC (land value capture).

#WeDoStations 5. Commercial structuring for risk

Combine our knowledge of the rail and construction industry – and experience of procuring multiple station, bridge and route upgrade schemes – to appropriately allocate risk during development and delivery phases.

#WeDoStations 6. Requirements-driven approach

Adopt a build-last philosophy that focuses on how the asset will be operated and maintained to help define the scope of the infrastructure, whilst using tried-and-tested processes to manage stakeholders and deliver client objectives.

#WeDoStations 7. Operational thinking

Test the integrity of schemes – and the trade-offs between operational constraints and infrastructure options; consider factors beyond engineering to assess the longer term potential of a scheme beyond the MVP (minimum viable product) stage.

#WeDoStations 8. Building Competence and Confidence

Help Third Party Promoters build their confidence and competence in developing station schemes by supplementing their existing internal resources with
members of our rail team (including expert project manager and strategists).

#WeDoStations 9. Obtaining Required Consents

Using our expertise in the planning and regulatory environments to secure all necessary consents, including requirements within the rail industry ‘change’ process.

#WeDoStations 10. Process streamlining

We use the latest industry tools (PACE, SPEED) as well as ones we have developed ourselves (accelerated option selection, progressive assurance), to make it more efficient for our clients to develop and deliver schemes.

Projects interfacing with the railway

Successful projects influence housing, employment, regeneration, health, education and economic growth. That is why our advice extends beyond the railway itself, helping clients understand how rail investment can unlock wider opportunities and create lasting value for communities. We also specialising in helping with projects interfacing with the railway. This could be anything from bridge renewals, housing and commercial developments and other major infrastructure work. If your project is on former railway land or adjacent to railway land, then there will be an interface with Network Rail. They will assess the potential impact on the railway and its infrastructure, which often will require a formal agreement and submission of specific documents for their approval. This could be anything from bridge renewals, housing and commercial developments and other major infrastructure work.

Our broader perspective enables us to support not only rail authorities and operators, but also local authorities, developers, investors and public sector organisations seeking to use rail as a catalyst for sustainable growth.

We Do Depots

Train maintenance depots and stabling facilities are crucial for railway performance, ensuring efficient housing, maintenance and refuelling of trains. Modifying, expanding, or identifying new sites for railway assets to address growing operational needs is complex, but our specialist, multidisciplinary teams have the expertise to help. We will take your projects from concept to completion, delivering engineering solutions, commercial estimates, business case appraisals, and property advice – covering land acquisition, leasing and regulatory matters – all focused on turning your vision into reality.

Why SLC?

Unlike many consultancies, our experience extends across the entire railway lifecycle.

We understand how projects begin as aspirations, evolve through business cases and funding strategies, progress through design and construction, and ultimately become operational railway assets. This end-to-end perspective enables us to identify challenges earlier, coordinate complex interfaces more effectively and deliver solutions that are practical, commercially robust and operationally successful.

Our clients value our ability to think beyond individual disciplines, bringing together strategy, engineering, commercial management and operational integration within one collaborative team.
